MAX_OPEN_FILES mods work

Hi,

Well, I have had no response to my mail about changing the Files variable.

I guess everyone figured that it would work :-)

Well, on the 1.9.19 pre-alpha source I am working on, it seems to work
well. I had to break part of init_struct out into init_file_structs, but
things seem to be OK.

I have managed to mount a services from Win 95 and to use smbclient against
this version.

If there are no violent objections, I plan to integrate the changes into
the source tree soon.

I am still worried about swat declaring its own Files variable and not
seeming to use it, though.
