beta4 Makefile doesn't define SMB_PASSWD_PROGRAM

Minor issue:
Line 71 in Makefile.in in 2.0.0beta4 uses the macro SMB_PASSWD_PROGRAM, but the
value of it doesn't get defined anywhere (at least a global grep didn't find
it).  Same with beta3 it seems.  During compile, there is a
-DSMB_PASSWD_PROGRAM="", but no source code references it.  This may signal that
legacy stuff that might need to be removed. :)
