TCP (not UDP) ports 137 & 138

FWIW, I was fiddling with a '95 box the other day and noted that, in
addition to having UDP 137 & 138 open it was also listening on TCP 137 &
138.  A while back I mentioned that the RFCs mention (briefly) that TCP
can be used if the data being exchanged doesn't fit fully in a UDP packet. 

'course, I haven't had time to play with this, but I thought I'd point it
out.
