refresh requests to WINS when not registered

This is where good backups come in :-) :-).

Ah - another NT bug to add to the list.... (so long as we don't
do the same thing :-).

Ok - that sounds reasonable and would help to rebuild
the db once someone has had an 'accident' :-).

I can't think of any reason not to do this.
