net time command and permissions

Richard,

I can not answer for Win95 (have not tried to do this without logging in)
but for NT it is mandatory to have:
	1) User rights and priviledge to "Change System Time"
	   (This is Off by default)
	2) Be able to communicate over a secure session (that means
	   logging in!)
