skip_multibyte_char()

What I *meant* to say :-), was that skip_multibyte_character()
returns zero in *any* codepage, if the character at that
pointer is not multibyte, and the length of the mulitbyte
character at that pointer position, if in a code page
that contains multibyte characters.

Sorry for the confusion (and I wrote the damn thing :-).
