I got the same error via http, but using rsync to
copy the tree locally and branch from that worked ok.
So it's probably just a permissions error somewhere
(hence the 403 error).  'bzr check' runs successfully
as well.

I only branch when I need to start a new work area.
When I need to continue on a work area that I started
on another machine, I just rsync the tree from the
original host.  That's faster and easier.

My advice is to keep a single working tree and use
rsync to copy it around.  You can use branch and merge
if you need to divert for a file and then bring
the changes back into your main tree but I doubt
something like that workflow is necessary for SoC.

PS:  ~/.bzr.log keep track of the current debug output.
