If you're talking about the NT4_PlainPassword.reg file, you can just
"execute" it, and NT will update the entry for you.

If you want to do it yourself, the name of the value is
"EnablePlainTextPassword", the type is REG_DWORD, and the value is 1.

In WINNT4 how is the entry "EnablePlainTextPassword"=dword:00000001
entered? As a string or binary value, what is the name assigned to that
value and what is the value, =dword:00000001???
