netlogon.idl API

first _useable_ experimentation with netlogon.idl is underway.
i may actually have a freedce native version of
check_domain_security far quicker than i had imagined or
hoped, at this rate!

i have successfully tested NetServerReqChallenge
and NetAuthenticate2 and, unbelievably, they worked
first time.

once i have the LsaQuerySecret code working, i can
test NetSamLogon (hurrah!)

porting of TNG's srv_netlogon_nt.c can also proceed, now
that we have netlogon.idl.

if anyone is interested in assisting with this, let
me know.
