Privileges NT and Samba

Or, just run user manager, go Policies -> User Rights, Check "Show
Advanced USer Rights", Choose "Changethe system time" from the drop-down
box, click add, select "Everyone", OK, OK.
It's not really a good idea to make everyone Power Users!
