These are client side things. You can change as much as you like on the
server, but if you don't configure each workstation, nothing will
happen. If you want Group Policies, you will need to update any Windows
95 machines to properly support it.

Any Windows 9x machine that is a pretending to be a member of a domain
can make use of user level access control. I believe it's even possible
as a non-domain member (NOTE: I use the term domain member loosely, as
Windows 9x does not ever form a trust relationship with a PDC).
