anybody else having trouble with tng cvs, configure, and locking?

There was a bug in the configure script. The configure script
wants to evaluate "$CPP $CPPFLAGS test.c". But $CPP and $CPPFLAGS
were empty. And shells can't execute test.c. That's why the test
had failed.
