TNG works with Win2k, fails with Win98

Well, I now have Server Manager finding the PDC, but it displays my PDC as
a Workstation, and there are a whole bunch of MSRPCs being thrown around
that I cannot yet figure out :-(

In the response to a GETDC, you have to return just the PDC name and none
of the extra stuff.  I think that this happens if you get a short GETDC
request, but I have not coded it up properly yet.  I have other things to do.
