NIS and NT PDCs?

the correct approach is to have someone write a replacement LSA plug-in.
of course, microsoft doen't really want people to do this, so they kept
the LSA server api quiet for years.

it's now documetned on their site.  search for the function
LsaApInitializePackage and go from there.
