NT registry Permission problem

We have that here at IC in an (almost) pure NT environment. Our CCS
recommended method is to delete NTuser.dat, and NT will create a new one
on next logon with the correct permissions. I wrote a utility (regsec)
which you could use to reset these profiles without doing it manually if
you would like it.

I think it's an NT problem, in short, although we've had a ticket open
with MS for a long time IIRC regarding this. (I could be wrong however).
