AFAIK if you have an nt pdc and samba is a domain member, then the
smbpasswd file is not used if the nt pdc is online.

You can try using pam_smb to authenticate unix users against nt pdc, so
that the password database is 1 (nt pdc) and both win and unix user
authenticate against it.

Win users would change their password from control panel applet,
unix-only users would change their password with "smbpasswd -r ...".
