vote / opinions required on rpcclient

i think i'm going to make rpcclient the "main" program, for backwards-
compatibility.

then create these new ones usrmgr, srvmgr, cmdat, regedit, that are
"subsets" of the rpcclient functionality.

rpcclient has 70 commands in it, and that's a bit much, and it's not even
finished yet!
