Where do I find ntconfig.pol

Hi Harald,
my ntconfig.pol is all lowercase. That is what the source looked for first
(about 18months ago, and there seems no reason to change it). I suggest
that if it did work and does not now make more sense to look for permission
problems in the file and its directories.
