WINS errors

it means that someone hasn't read rfc1001/2 correctly.  _some_ m/cs send
refresh with opcode 8; _some_ send with opcode 9.  _both_ should be
accepted due to a mistake in rfcs 1001/2.

what type of m/c is sending this reg/refresh?
