Update Encryted parameter

i have a network of 2500+ users and don't want to move everyone over to
smbpasswd and do all of the password conversions as well, but i'm confused 
as to how the 'update encrypted' parameter works.  

i know that it will allow a normal (plaintext) password for login and then
update the smbpasswd file on its own.  should there already be an entry
for the user in the smbpasswd file?  should they have 'NO PASSWORD...' or
just a row of 32 Xs?
