Groups and policy

After much head scratching I have found (one of?) the reason
why the policies didn't work with my setup:

The users for who the policy was to be used have the GID of the
appropriate group in /etc/passwd but are not listed in /etc/group.
It seems that Samba look only in /etc/group to find of which
group a user is a member.
Something for the FAQ?

Even after having corrected this, the application of policies seems
erratic.
