setting "User cannot change password"

Hiya everyone - I haven't been paying much attention to this list of
late (too busy), and I couldn't find anything on this topic in the ntdom
archives.

Is there a flag that one can put in the password file which will stop a
user from being able to change their password using the Ctrl-Alt-Delete
method??
