nmbd starts

I have informed smb.conf

local master  = no
domain master = no
preferred master = no
wins support = no
name resolve order = wins lmhosts bcast
wins server = 129.219.13.105 ; my wins server (nt)

With this setup, nmbd should not be starting right?  Well, it is.  What
other factors would tell nmbd to start.  How do I keep it from starting.
