You could always just stick smbpasswd in an oversized binary file, that only
root has access to. You would then have the system keep this file open and
locked at all times, so that no-one else could even read it. Why, hell you
could even put ALL of your critical configuration / boot information in this
one file, so that if it was corrupt......

Or has that already been done?

I think the /etc directory is a great place for files of this nature. The only
problem is it's got too much stuff in it already. It could probably be split up
like /bin and /usr/bin were (and then later, /usr/X11/bin). Solaris also has
the passwd, shadow, group files in a seperate directory under /etc with links
to the relevant files. You could have a directory /etc/here-be-dragons/, and
store it all in there (with adequate permissions though).
