smbpasswd not finding smbpasswd file

I'm running the following command
# smbpasswd -a -m JERUSALEM
to add the computer JERUSALEM to the smbpasswd file.

It gives me the following:
	Domain password server not available.
	Can't setup password database vectors.

Is it not finding the smbpasswd file? How does smbpasswd know where to
find the file?
