unix ssamba nis passwd sync

I am getting the following message when I attempt to change my
smbpasswd. Any ideas what could be wrong?  I have nothing in my
hosts.allow or hosts.deny.  samba and the NIS master are the same
server.  also bind interfaces only = yes is NOT in my smb.conf

error connecting to 192.168.1.3:445 (Connection refused)
Old SMB password:
error connecting to 127.0.0.1:445 (Connection refused)
machine 127.0.0.1 rejected the session setup. Error was : RAP code
131.

smb.conf

unix password sync = yes
passwd program = /usr/bin/yppasswd %u
passwd chat = *old*password* %o\n *new*password* %n\n *retype*new*password* %n\n *successfull*
