time offset parameter ignored?

Version: samba 2.1.0alpha0.19990714
running as PDC on a Debian GNU/Linux system; the system clock is set
to Greenwich time; local time on the samba server is set to MEST.
On the NT4.0 host, system time is set to local time. The value of the
'time offset' parameter seems to be ignored; I always have a
difference of 1 hour, even if time offset is set to 60. Does this
configuration is suggested to work?
