users can create in /temp, but not delete

Thanks for the suggestion.

The problem wasn't C:\Temp but C:\Recycler.  

The ownership on the latter was set to the regular (nonDomain) user who had
set up that system. Changing protections Everybody:Read -> Everybody:Full fixed it.
