    SSLeay includes all the required routines ... as do most other freely
available encryption packages. For more information see details in the FAQ
at http://www.psy.uq.oz.au/~ftp/Crypto/ ... however SSLeay includes a lot 
more than what you are looking for.

    You could just simply pick up draft-kaukonen-cipher-arcfour-01.txt and
use the code provided in it. It describes the algorithm in detail and has
test vectors and a sample implementation. Grab it from your local ietf
mirror site.
