No, sorry, did not make myself clear. I need to use usrmgr.exe to tell the
nt server to allow these users access to ras. In my case, usrmgr fails to
list the users, so preventing then from being added to the Modem_Users group.

I suspect from the messages I have seen, if I get the users added to the
Modem group, then they will authenticate OK.
