    smbd/ioctl: match WS2016 ReFS set compression behaviour
    
    ReFS doesn't support compression, but responds to set-compression FSCTLs
    with NT_STATUS_OK if (and only if) the requested compression format is
    COMPRESSION_FORMAT_NONE.
