move the CTDB_MANAGES_ISCSI setting from /etc/sysconfig/iscsi to /etc/sysconfig/ctdb

move the config optoin CTDB_MANAGES_VSFTPD from /etc/sysconfig/vsftpd to /etc/sysconfig/ctdb
