Log:
Make inet_pton and inet_ntop available through lib/replace.
The code for inet_pton.c and inet_ntop.c is taken from
the rsync code.

I will put this into 3_0 and 3_0_26 too, but let's sort
the readahead issue in lib/replace of 3_0 first...
