Log:
more work on the svcctl pipe....

* remove gums options from loadparm.c
* add 'enable svcctl' smb.conf option (accepts a list of init script
  names).
* add 'enable spoolss' revbool for 'disable spoolss' (for better
  consistency with 'enable svcctl')
* add parsing code for EnumServicesstatus() and StartService()
