Log:

Set fixed height for menu links.  Changed center <table> to <div>.  Made
release names in right hand column part of the link.  Also, some minor
labeling changes in the style-sheet. 

Most of these changes are getting ready for cross-browser testing and
compatibility.  NOTE: IE looks worse now than ever--ironically, this is
a step toward unifying the design across browsers.
