Nice patch, but why restrict the flags people can set?
If we are going to have a 'can only set these flags' policy (and it does
make some sense), then I would suggest doing it with '!(Flag1|flag2)' -
ie avoid us getting bitten by another change in the flags. (I don't
think all 16 are defined yet...).
