CVS update: samba/source/sam

Well, when sam_skel was in examples, we had somthing people could start
with to build a plugin, without much modification.

If I build sam_skel as part of the normal build, we don't have this
example any more...

Perhaps we should just put the makefile in source/sam/ ?
