Add little note about the purpose of this directory: it will receive
Tim's code currently in samba-python, and Martin's tdbpack Python
bindings.  

To start with nothing will be built at all from the top level; after
that it will be controlled by --enable-python from the top-level
configure script.  So this should be pretty unintrusive for people who
don't want to see it.
