No sorry, your statement is wrong.
A GPL program can NOT be distributed under a GPL compatibile license, by
compatibile it is meant a license that permit inclusion in a GPL program
not the other way.

If we want to be exact the phrase should say:
Since tdb is licenced under the GPL any program that uses these bindings
must be distributed under the GPL license terms since this is what
actually GPL requires.

For example you can license your own files under an X11 license (GPL
compatibile) but the whole work must be released under the GPL terms.

So the keypoint here is that all the program files components must be
released with the GPL license OR any GPL compatibile license ONLY.
(Of course exception are made for system libraries and such as GPL
states).
