These Makefile changes look wrong to me.  And I think this is what broke
the build farm, could you please check?

In particular, why move the POPT stuff into NET_OBJS?  what is wrong
with them being in the bin/net line?  The NET_OBJS are part of
PROTO_OBJS and this screws up 'make proto' (becouse popt doesn't use
samba indenting styles).
