Surely that's then a problem with the setup of the win2k servers.
Why bother having BDC's at all if you are always going to talk
to the PDC?

Maybe.  I thought it was a property of a polling based method of
updating a distributed database.  It's a bit of a contrived situation
though - having a PDC and BDC on the same network with no client
machines.
