As far as I can tell, this is broken in 2.2 anyway.  Can you explain
*exactly* what behaviour is desired, and fix 2.2 so I can try to match
it?

I *really* don't like 'magic' fallbacks and the like.  BTW, 'guest only
= yes' is still perfectly functional and is probably a more appropriate
paramater for this situation anyway.
