For the record, I've OK'ed this commit on the basis that:

a) the code actually looks pretty good
b) it allows us to make use of CVS's history and development
capabilities.
and
c) It's all kept out of the way behind the --with-sam option

Jelmer has promised to get the remaining peices moving so that we can
compile-test the new code.
