when a new driver is added to a Samba server, we must cycle
through all printers and bump te change_id for each one bound
to the driver or else clients will never see the change.

Consider the case where an NT (version 2) driver has been installed
and the admin now installs a Win2k (versio 3) one.  The driver
name is the same, but clients must be told that information has been
updated.  

Seems to work ok on initial tests.  Will merge into APP_HEAD and
HEAD tomorrow.  More testing to do as well.
