Added "validate driver command" to allow a script that can apply rules to determine if a
particular driver is suitable for installation on Samba. The default is null, which ignores
the validate test.

inclued/proto.h: Updated
param/loadparm.c: Added "validate driver command"
printing/nt_printing.c: Added validate_driver_hook(), validate_driver_3/6(), validate_driver()
rpc_server/srv_spoolss_nt.c: _spoolss_open_printer_ex() ported uninitialized snum from 2.2;
  added test for validate printer command to _spoolss_addprinterdriver()
