Lots of fixes for codepage stuff. Many thanks to Jeremy for the help!
- loadparm.c: change printer, preload, auto services to FLAG_DOS_STRING
    removed my earlier changes to szPrintername, and comment... now done elsewhere
- params.c: change section name to dos codepage
- load.c: fix bug w/ lp_auto_services() and strtok()
- nt_printing.c: remove redundant test to use SERVICE(snum)
- pcap.c: several unix_to_dos()'s and notes wrt FIXME's for xxx_printer_fn()
- printing.c: remove redundant test to use SERVICE(snum)
- srv_spoolss_nt.c: add a dos_to_unix to fix command
    removed lp_remove_service(), which prevents lp_killservice() from working
    Changed a DEBUGADD (in a loop w/ calls to other functions that have DEBUGs) to DEBUG
    Augmented a DEBUG
- service.c: Added comment
- swat.c: Added comment... its a FIXME
