Log Message:
fix for printer properties changes not appearing on clients
with connections to the printer.  Change ID **must** always
be increasing over the lifetime of the client's spooler service
for the local client caching to work correctly.

Also commented out the new Win2k printing rpc's (EnumPrinterKey, et. al)
as these are currently broken.
