Fix for duplicated paused message in nt printer port monitor.

More fixes to printer return values, this time for job pausing and
resuming.

Added case for JOB_CONTROL_RESTART which just does a print_job_resume().

You can actually try to set the job properties in the NT printer port
monitor but there is a whole lot of unparsed info level stuff that
Samba doesn't read so it won't actually do anything.
