Added "paranoid" flag to popen and also paranoid checks to source environment
code in loadparm.c. This causes checks to be done that the file is owned by
root and is not world writable. Also does similar things on popen (not completely
safe as cannot guard against symlink races, but is a "don't screw yourself"
help for admins).
