merge from HEAD:

	Fixed bug in logic when parsing command line options.

	rpcclient -U user -c "..."

	would not prompt for a password; now it does.  if you want
	the old behavior, then

	rpcclient -U user%pass -c "..."

	or

	rpcclient -U user -N -c "..."
